Yup, mine on my iPad game are still very messed up. I can visit less than half my neighbors, can identify even less than that. Makes it difficult to get gifts to the people that need them.

That's exactly how it works. You have to have your own launch ready to go before you will see your neighbors launches, and have the option to join or start your own.
