I logged in and was able to send gifts after all of this clock thing being stuck at 23hrs plus.

So the same is happening to you too, glad to know it's not just me. it seems that every time I close the game and reopen it, it reset to 24hrs again.

My timer is not working, still saying 23hr 48mins to visit neighbours, it said that 3 hours ago and I last visited yesterday.

OK, mine is messed up then as I gifted and visited everyone about 22 hours ago and my clock now says I have to wait another 23hrs to do it again.
