Have a look at my city for the layout I use with 1 police station. Post 11 in this thread shows the layout used before I had a police station. There are a lot of ways you can go with it. I tried to capture most 1x1 buildings as it pisses me off collecting them individually all the while.

I have 8 bridges. That cost is for number 9. The first bridge would have been free.
