These are quite reasonable/fair for a 1x1 building. It’s nice to see a passenger producer too. Most give a few coins for +3/+5 pop. Some give no coins, and just the population bump.

Not as far as I’m aware. Perhaps there is something in the guides? But these change a lot with updates so I think it would be near impossible to keep an accurate list. In particular, new side quests are added for the lower levels.
