Only from sports bars and exhibition centres in your own airport did cameras drop from. It took a while to get three of them.

I think you will find these ones only drop if you are 6th place or later in a launch

Yes, only your own exhibition centres will drop the photo cameras - which is most annoying a) because I had to sell buildings to put one back on the airport and b) with only one of them it is going to take 6 days to do that part of the quest.
