Ah, OK. I had the impression you thought it didn't work because you don't have a launch pad. OK. Suggestion: If you aren't already collecting items needed to launch, you can collect more money by starting those collections for red launches. Click on neighbors red pads, MCC3, and the planetarium.

When you say "screen dominated by" do you mean just that the MCC is ghosted and unusable, not that you can't do anything else. The following assumes that's what you mean. This has no relationship to the red pad. The problem is that you don't have all the building items you need to complete it...
