billsnj No thats wrong, you only need a RUNNING flight catering facility to unlock those destinations from Level 21 on, you don't have to spend greens on it to unlock them.

billsnj Are you sure that you have build and completed and have now a running Catering Facility? All destinations starting with Moscow above need this building and stay unlocked until you complete at least one of them. That all destinations are showing that you have to spend 50 greens to unlock...
