You do have a bonus pad or magic square as they like to call them here? If so it really depends what you want to do I am only at expansion 150 and using my bonus pad rarely have issues with passengers. Still have plenty of room "wasted" on commercial as well but only have 36 adv. buildings up...

Out of the 5 maps I have more Perth (10 ) than any other. When you really want something in this game it always seems to take forever.

It is a bit of a pain. Most look ahead before upgrading and request the items as gifts from neighbors before they upgrade. It is for the most part the way it is done by long time players.
