Visit cosmic fuel stations, fly to north observatory or cape canaveral for the best chance of completing these. If you have enough event tokens, use a spy glass before sending your flights. You should be able to get enough prep without spending greens. It’s a steep price to pay.

The game glitches sometimes following a reinstall/transfer. When you re-download you must get to L3 to get neighbour rights. Odds are the server hasn't caught up - if you leave it sat there for a while I would imagine the level will jump shortly to L80.
