I'm not sure because I've an AC game in facebook, but never play on it. I think it's no necessary, when you send a fuel3 it displays a screen with your facebook friends in order to choose to whom send it, and appears my family and other friends that aren't playing AC.

Hi, it's possible to send fuel3 if you have a facebook account and add neighbours as FB friends. I've do it with se eral neighbours and works, don't know how many fuel3 can send daily be cause at the moment I've added 5 neighbours. Ah, and the FB gifts are independent of the daily 20.

Works for me too, I've added three neighbours to my FB account and can send and receive the fuel too.
