Transfer leadership

The new update has added the ability to transfer the leadership of your alliance to another member. However, when I clicked on this, I am only able to transfer leadership to a select few and not the one I want to transfer to.

Could someone else please check this out as it may only be an IOS bug and before I send in a ticket, I would like to let them know who all has the same problem.

The player to whom you want to transfer Leadership should have Alliance Headquarters and should be on Latest version of the game.
