General No collections are reduced for "It Came From Outer Space", why?

I finished the event and collected the building. But for some reason none of the collections are removed. I still keep all collections of "UFO", "Some like it hot" and "The Truth is Out there". In previous events, the required collections are used to get the building. But for this event, none of them is used. I suppose the count for them should minus 5, 4, and 2 respectively. Any idea? Bug or on purpose? I understand that the collections won't be removed for unfinished event.
