Neighbour Request Not Available

What would cause an account to not have a "add neighbour" button visible?
For the first time, I encountered an account in the "Add" tab, that when I visited it, it only showed me their alliance and a greyed out gift button, but no "add neighbour" button.
I am still able to invite other accounts, just not this one.

1. You are already their friend
2. They have maxed out their neighbours (500)

I definitely don't already have them as a neighbour, so they must be maxed out.
